Says who? OEM CDs are bootable; the ones you buy in the store are not.
Most Install CDs require a bootable floppy diskette ("Startup Disk").
If your CD media *is* bootable, to get that drive to boot
you need to configure Boot Precedence in CMOS Setup.

If the CR-ROM drive doesn't currently spin up on boot,
your box is not configured to boot to a CD-ROM.
If the drive does spin up at boot but nothing runs from the CD,
that media is damaged or it never was bootable.
