Reset Logon Password Requirement

Years ago I set up Auto logon in Windows 98 SE. I now want to require that all users log on with a password to use the computer. In the registry I recently set the AutoAdminLogon string value to "0" as recommended in this forum, but I am still able to log on without a password. Please layout the steps that I must take to establish logon passwords for all users.
