There is an outside chance that your shlwapi.dll file might be found in the System
folder as a "Setup.xxxx" file where the "xxxx" part is a number. So DOS mode
dir c:\windows\system\setup*.*
might show it for a manual renaming attempt?? Otherwise...
Shlwapi.dll file will be contained in the latest IE cumulative update 916281 from MS. If 32 bit Windows didn't already need shlwapi.dll
running, one could just reapply the update - but it DOES.
As it is, you will have to download the update, use WinZip on it to extract the shlwapi.dll
file and move the file onto the target machine in DOS mode. THEN reapply the
916281 update to be very sure that everything got registered correctly.
I knew that there was a reason I never tried Registry Mechanic before this...
