I had something similar happen. After doing something complicated a left click kept
bringing up the right click menu. This has happened a couple times. In my case
all I have to do it log off and log on. I don't have to reboot. I have no password
so it only takes a couple seconds.
Your bug seems to be the kind of quirk that is accumulated by some non-fatal corruption
in Windows. For instance, for some months I had any list of files come up in the
actual file allocation order. I could reorder it for Name or Type or Modified but
that information was immediately lost. I finally got tired of the problem and reloaded
the operating system. That created some days of hassle but it cured the problem.
I tried a dirty install (remove the antivirus and firewall or they may prevent the
action) over the existing system but that would not take. I renamed the old operating
system folder to Windows0 and reinstalled. Then I copied the contents of the old
C:\Windows\Application Data into the new one and most everything was reconnected.
If you do, since M$ft will no longer allow you to run Windows Update on Win98 you
will need one of the packages that has rolled up all the upgrades. Some on them
do unwanted things. Some change parts of your appearance to look like Win2K. Two
of them disable part of TweakUI so I couldn't simply delete those messy shortcut
arrows. Instead I had to dig out 6 references from the registry to do that.
Tho I haven't tried it, Gewg recommends this upgrade package as just right:
