You are attempting to install a Windows XP version of Norton, and it has damaged
your Windows 98 installation.
The Norton program CDSTART.EXE has been installed, and is intercepting function calls
to the CD-ROM drive. The Norton program is attempting to access a function in the
Windows system files, specifically in a .dll (dynamic link library) file called KERNEL32.DLL
The function "GetSystemDefaultUILanguage" which the Norton program needs is not available
in the Windows 98 version of KERNEL32.DLL (this is what the error message you mentioned
means), and accordingly the function call fails, hence the program cannot run.
You have installed a Windows XP program. There is NO WAY to make the program work
in Win 98. Uninstall it.
If you want to use Norton (there are better programs available), install the Windows
98 version instead, if it is still available.
