Clearly your motherboard needs a hardware driver for the PCI chipset that is not
included in Windows 98. Try reinstalling Windows ME.
Use your Win ME system restore CD's to do so.
Alternatively, if you installed Win 98 carefully, i.e. without over-writing the existing
Win ME installation, delete the Win 98 Windows folder (e.g. C:\Windows) and rename
the Win ME Windows folder from (for example) C:\WinOld to C:\Windows
For reference, you might want to know that you can reinstall Windows ME even if you
have no installation CD, by following the instructions in this post:

If you do follow those instructions, you will have to reinstall all of your PC's
hardware and all programs. You must have the original setup disks and CDs to hand
in order to do so.
To follow those instructions, you must also have your Win ME "product key" (serial
number) to hand. The Product Key for Win ME is stored (in plain text, unencrypted)
in the Win ME Windows Registry at -
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion
