Repartition HDD

I recently installed a new HDD in my PC. I used the Western Digital software that
came with the drive to copy my old programs and data onto the new drive and set it
up. All went well with that and my PC is back up and running fine. My problem is
with the old HDD. I set it up originally with 3 partitions. I would like to set it
up now with one large partition. I tried doing that using Western Digital's software.
It goes through the motions of repartitioning, but when the process is finished,
the old partitions are still there unchanged. My PC still sees 3 partitions. One
is the active partition that used to be my C: drive. I reformatted all three partitions
so they are all empty now. I also tried using the Disk Management tool in the Computer
Management program from both the Control Panel and from the Command Line. It gives
me an error message saying the operation did not complete and to check the Event
Log and restart the program or the PC. The Event Log gives no clues and restarting
the program or PC gives the same result. The instructions for Computer Management
say to be sure to be logged in as an administrator, but I dont know how to do that.
I have never put any restrictions on any of the user accounts on this PC and the
"Owner" user ID gets the same result. I have a restore disk for this PC from the
manufacturer, not the Windows XP setup disk and I don't have a copy of Win98 either.
Where do I go from here?
