Well you can actually alter the size of your desktop icons. Right-click on your desktop 
and select Properties. On the Appearance tab there is a combobox (Item) showing the 
the different controls find Icon and make the size smaller. There is also 
horizontal and vertical spacing.

The fact that you can't see the OK, Cancel and Apply buttons means you screen size 
is far to small. See it you can change the Screen area on the Settings tab to a larger 
screen size. If that isn't adjustable then you need to update your graphics card 
drivers.

If all else fails then you need to do a system restore. Start your computer up and 
keep the Ctrl key pressed until you see the DOS menu and select Command Prompt 
Only then type in Scanreg /restore and select a date before this problem 
occured and do a restart.
