Apps written by Win9x-aware developers DON'T use that directory.
*Microsoft* certainly doesn't use it under 9x.
(It's not created by a Windoze 9x install.)
It should also be noted that an original icon can be located ANYWHERE
(and that the icon for most file extensions can easily be reassigned).
You are talking about ORIGINAL icons (from which ShellIconCache is built).
The problem is almost always simpler that what you have specified.
...and since **ALL** the original icons are NOT in the file you named,
it is likely that *some* icons would be OK if the *cache* wasn't thoroughly borked.

Yours is not the *only* way;
indeed yours is likely NOT a viable way at all.
Even if he did what you specified, he would STILL have to rebuild the *cache*.
