First of all check the spec of the USB flash drive to make sure its compatible with
Win98SE. Especially if you are thinking of getting a big drive 4GB for bigger.

Secondly each manufacturer will supply their own drivers for the flash drive. They
either come on a CD with the drive or you can download them of their web site.

Now there are universal USB drivers you can download

Windows
98 USB Mass Storage Device Drivers

But I can't get these to work. I have Kingston and PQI flash drives and I use the
drivers supplied by those manufacturers.

We have had this discussion on here many times. I'm sure gewg will be around shortly
to give his links and opinion.
