Excellent diagnostic technique and listing of symptoms. 8-)
Before I tell you how to repair Internet Exploder,
I'm going to recommend that you try a 21st-Century browser
--one that doesn't ASSIST in infecting your system:
http://www.mozilla.com/en-US/firefox/all-older.html
You want English (US) I'm ASSuMEing.
NOTE: This is Version 2.
Their most recent offerings (Firefox 3.x) do NOT have Win9x support.
Even if (against my best advice) you don't make it your default browser,
having it as a backup in a Good Thing(tm).
I think, however, as soon as you try Tabbed Browsing you are going to fall in love.
If you get the AdBlock extension,
you will get a feeling while surfing that you haven't experienced for a long time.

This is another 21st-Century brower (an online suite, actually).
It is also superior to the M$ offering.

Both of those are gratis. Mozilla browsers are also libre.
Here's the nugget you were originally seeking:

If that doesn't work, reinstall IE.

Hmmm. Backing into it from my bookmark, Google has the post I like:

Yahoo--not so much with the helpful Subject line:

(I have no clue what they're up to these days--but it ain't good.)

I, for one, appreciate your conscientious nature.

...and ticking the **preserve your spacing** box
would be wise for those who can't format text as HTML.
(The Webmaster did a lousy job explaining that.)
