The way you _intended_ your post to appear

The first 2 paragraphs here are worth reading:

Bummer.

Heh. You are not aware that
that is actually what happens when you start in Safe Mode:
Windoze uses a set of generic device drivers contained in the kernel
and ignores the manufacturer-specific drivers in the Registry.

Resolve yourself to the fact that you have a broken device driver
and it needs to be identified and replaced.
It *would* be nice if this wasn't such a hunt-and-peck process.
(See "cumbersome", below.)

You just struck a nerve with me.
Though it is listed in Device Manager,
the file asscoiated with your MONITOR is NOT a device driver:

You seem to have a bit of a grasp on the subject,
but just in case, scan this article
cache of http://www.karlsforums.com/faq/faq_devicedriver.htm

and read this recent post:
http://www.annoyances.org/exec/forum/win98/1236374089
Note especially where that says "Windoze will offer to add the item".
The OS doesn't want you to fail and will try to help you;
your fears about being left high and dry are unfounded.

If worse come to worse, and Windoze decides not to be helpful with one driver,
read where it says "right click" in the previous link.

Before proceding, DO assure that you have gathered together
all the media containing the drivers for your stuff.
Mike Moniz's utility (see previous link) is also recommended.

...and the fact that Windoze is singular (heh--I almost said "unique")
in the cumbersome way it handles device drivers IS vexing.
Welcome to the wonderful (yech) world of the Windoze Registry.
{Spits to the side}

...and to get in my usual dig, FREE Linux doesn't do things this stupid way.
