If by your question you mean:

"What should AUTOEXEC.BAT contain after a clean install of win98?"

The answer is NOTHING. It should be blank.

AUTOEXEC.BAT is sometimes used by third party software to load their programs at 
boot up. Software for sound cards, virus scanners, and the like.
