If the Hardware is decent, then you would be advised to do a Clean Install of XP. XP seems to inherit problems when doing a Upgrade install. For example any Virus you have with 98, will remain intact after upgrading.

You don't need a Floppy to format the Hard Drive with XP. The Format tool is built into the CD. You Boot From the CD, like you would Boot from a Floppy.

If the Computer Hardware is also Windows 98 Vintage Hardware, then I would forget about installing XP really.
