Format the Windows Partition at least. When Booting from the XP install CD, the First Screen you come to you choose to Delete the old Partitions. That wipes out all the old Data. Then next Screen A new Partition is created, and then the Format option comes up, when that completes the Install Starts.

I have installed XP on lots of crappy old Hardware, and guess I would say I recommend 512 Megs of Ram, and a 1 GHZ cpu. Any less you wind up with a slow frustrating to use PC, though if you just do email, and Web surf it may be usable. You can find lots of Web sites on the topic.
