Well, even if he could get something from M$ to work, he'd still have a sow's ear.
Can you say "Windoze STILL requires anti-virus software"?
Can you say "Windoze STILL requires Registry cleaners"?
Can you say "Windoze STILL requires multi-hour re-installs"?
Can you say "Windoze STILL has 'DLL Hell'"?
Windoze is STILL a joke.
...and it's possible to run a truly competent, more modern OS on 1999-era hardware
--you just have to leave behind Redmond and their massive incompetence.

That's *A* big problem, but not **THE** big problem.
Device drivers for 1999-era hardware will be the big stumbling block with M$
(just as trying to run an old M$ OS on new hardware is a problem).
OTOH, with Linux, device drivers for old gear is NOT an obstacle.
Linux has the best hardware support of ANY OS.
In addition, Linux Mint has the best out-of-the-box experience of ANY distro
(comes with codecs, fonts, Java, Flash, Acrobat Reader...).
