I found some useful information about the Microsoft Layer for Unicode at http://en.wikipedia.org/wiki/Microsoft_Layer_for_Unicode. Happily, I already have UNICOWS.DLL installed. The links which he provided have helped me to install Flash Player 10 on my Windows 98SE machine. The key was installing KernelEx (to patch my Win9x kernel): this made use of the Microsoft Layer for Unicode (UNICOWS.DLL), which is still available as a download from Microsoft. In any case, I have no trouble running YouTube on my Windows 98SE machine, which I've been doing for years. All you need in order to run YouTube in Win98SE is a late version of Flash Player 9, available e.g. from this link: FP_AX_CAB_INSTALLER.exe.
