Hi Frederick,
It's an operating system file which is part of all versions of Windows as well
as many other applications. It's not spyware or anything to be concerned about.
You can extract a copy from the C:\Windows\Options\Install directory like this:
1. Go to Start > Run, type msconfig and click OK.
2. Click the "Extract File" button and in the first field, click the dropdown menu
to go to the above mentioned directory.
3. Choose to copy it to the C:\Window\System directory.
