Missing .DLL file - do I need an emergency boot disk? Help!

i tried to download a newer version of Internet Explorer on my 4 year old desktop and somehow I corrupted/deleted a required .DLL file - now I can't even get into windows. I get a message saying "required .DLL file : C:\WINDOWS\SYSTEM\COMCTL32.DLL NOT FOUND" - and then I get a blank screen. I tried rebooting into Safe Mode, but same thing happened. I hear I might need to create an emergency boot disk - can I do that on my laptop that has XP? Can anyone help?? Thanks!
