Sounds like the disk drive is bad, damaged, not plugged in or missing. Which might explain the price you paid for it. Old machines are often sold for low prices like that after usable parts are taken out and replaced with defective ones. Bought for what parts can be used from them. If you have experience in fixing old hardware, you know how to boot the system with a Windows boot diskette and check what hardware works and what does not. Sounds like the processor, some memory and the video adapter is working anyway.
