Can't change monitor settings

I've got a problem with a KDS VS 70 monitor. I researched past threads here and
tried changing the driver, getting a new/improved one from http://www.kdsusa.com/Drivers.asp
to no avail. The problem began when I formatted the drive of an older IBM machine
that used to allow me to change from 640/480 size but now the slider won't budge.
I don't have it on the net yet but it has ME. I replied to the earlier thread in
the hope it would bump it to the top where people would see it but that didn't happen
so I'm posting this now(some days you're the dog and some days you're the hydrant).
