A possible solution is to reboot to the DOS prompt, and at the C: prompt type this:

 SCANREG /RESTORE

Then follow the on-screen instructions to restore a working version of the Windows 
Registry from before the problem arose.

By default Windows keeps five backup copies of the Registry, one each day, so you 
can go back (a maximum of) 5 days.
