Firstly, read my posts about how to partition, format, and zero fill a hard
disk, in this thread:

Secondly, to Reinstall Windows ME:
1. Obtain a Windows ME installation CD. You need a full install version, not the
"upgrade" version that upgrades from Windows 98. You can usually buy these fairly
cheaply on E B A Y. Make sure it comes with a serial number, as you will need that
during the install process.
2. Download a Windows ME bootable floppy disk creator program from www.bootdisk.com
and make a bootable Win ME floppy. This is not an essential step, but may help you
if there are any problems.
3. Use the Windows ME installation CD to install Windows ME. You may have to go into
the BIOS (reboot and press DEL) to change the boot-up options, in order to be able
to boot from the installation CD; to do so, boot the machine using the bootable floppy
disk.
