If the RUN box is not functioning, something is broken in your Windows registry. To cure this you should try re-registering the system DLL files.

Download the third party program RUN95.EXE from http://www.freewareplanet.net/command2.php and run it. Then type in its box:

  regsvr32 urlmon.dll

Press Enter. You should see a brief message that the dll has been successfully registered.

Do the same with the following, one at a time, pressing enter after each:

regsvr32 Shdocvw.dll
regsvr32 Actxprxy.dll
regsvr32 Oleaut32.dll
regsvr32 Mshtml.dll
regsvr32 Browseui.dll
regsvr32 Shell32.dll
