I believe you actually mean that the CMOS chip that does contain a hardware BIOS, but does NOT include any type of "Setup" program to make adjustments to the BIOS.

That is the same arrangement that a large percentage of the very earliest of PCs, the XTs, ATs, and earliest 386s all were pretty simple that way.

Most of those came with floppy-based "Setup" programs. Because of your description, I am making an assumption that your laptop is a quite old one. If you are lucky, and Compaq held onto any of its really obsolete software, it is possible that they could still sell you a replacement Setup Disk on a floppy.

I really feel that you are probably going to have to find a copy of that disk somewhere else, though.
