Try this to reinstall Internet Explorer 5.5
Find the file IE.INF located in the C:\Windows\Inf folder.
Right click the file, then click Install (on the context menu).
Reboot the computer when the file copy process is complete.

NB: In Windows ME, this IE.INF file is from Internet Explorer 5.5
Or use IEFIX.EXE Utility:
Re-register the core Internet Explorer .dll files using the IEFIX
utility, to repair Internet Explorer -
