I have a laptop and it won't go past the blue screen saying windows me and it won't
start up in safe mode.
I am missing IFSHLP.EXE file the problem is i do not have access to a computer with
windows me and the laptop won't boot up. can i buy windows xp upgrade and start the
computer with the cd rom drive and be able to get the computer up and going??????????????or
just throw it away. thanks for any help
