lost statemgr

Somewhere along the line I lost the statemgr file out of the startup tab of msconfig. Is there a easy way of getting this file back and how do I put it into the startup tab of msconfig? I need this as I want to fix a problem with not being able to do a system restore which apparently cannot be done without this file. Thanks.
