Using Puppy Linux as Steve suggested would probably be better for most people, but
what I'd probably do is boot from a DOS floppy or CD made with another computer.
Then I'd change to an empty floppy, and use DOS commands to copy the pics to the
floppy.
I'm assuming the pics can each fit on a floppy.
Here are the relevant DOS commands:
c:
(switches to drive "c:")
cd c:\myfolder
(go to the specified folder)
dir/p
(lists the contents of the current folder)
copy pic.jpg a:
(copies the file "pic.jpg" in the current folder to drive "a:")

To fix your booting problem, you could try any or all of the following:
If the file "c:\windows\Wnbootng.sts" exists, delete it.
Uninstall any software that was installed around the time the problem started, if
you can.
Run Scandisk and check for errors on your hard drive.
Run Scanreg and try restoring a registry backup. (Booted from a DOS disk.)
Use MSConfig to disable unneeded startup programs, if possible.
If you can get to the control panel, in "System", under "Device Manager," look for
exclamation icons, which signify problems.
Search the web for 'boots only safe mode' or 'stuck in safe mode' or similar phrases
for more possible solutions.
Reinstall Windows or another operating system.
