That sounds weird. I'd always try restoring the registry with Scanreg in DOS if the
problem started recently, and otherwise trying to undo any changes that could have
caused it.
I'd also run a thorough Scandisk to make sure there isn't a problem with the
filesystem or hard drive.
Then, I'd run RegEdit and look in
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
and maybe
HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell
Folders
for the "Favorites" value and make sure it is valid.
"C:\WINDOWS\Favorites" is what mine says.
If none of that helps, I don't know. Maybe Explorer is corrupted, or it could be
some other component or software that uses the favorites folder. Is a folder created
when you boot to safe mode? If not, it might just be a problem with other software
that is installed.
If you don't delete the folders, do they continue to accumulate?
I assume favorites are displayed correctly in Explorer and all browsers that use
favorites, and if you add a new favorite, it goes to the normal Favorites folder?
