You'll have to ask Microsoft, why ME doesn't have SFC. However, in WinME you can 
use MSCONFIG to extract individual files. But it's easy to repair ME, by doing a 
reinstall using the CAB files on the drive.

Btw, one also has to wonder why Win2k doesn't come with a MSCONFIG, but you can get 
a copy of XP's and use it on ME.
