welll in safe mode
go to start and then run and they type msconfig
go to the start up tab and turn every thing off and then go to the tab that says
clean up and then press ok
next go to environment and turn every thing off in there
and then last go back to general tab and press advanced and press the 3 top ones
and see if that helps
and no need to get a newer OS
if your using it just for broswing and old games (2005 and lower) it should be fine
