WindowsME starts, but doesn't starts...

I NEED TO WORK THIS OUT, PLEASE HELP!!!:
I tried to re-install windowsME, for hardware reasons, and needed to keep all the
software untouched, the reinstallation did well, only that I asked the setup.exe,
through prefix, to don't overwrite newer files than the original setup ones, the
setup did very fast, and when it's going to do the first startup, it does well...
but Windows seems to start, there appears the wallpaper, and the winlogon dialog
box, I put the password for the user (and even if I pressed ESC) and the system,
when it's supposed to show me the desktop with the icons, and the taskbar, he doesn't,
the system just makes some background working (mouse pointer), nothing appears after
that, just the wallpaper, and the mouse pointer, I can move it, and I press CTRL+ALT+DEL,
and there isn't ANY TASK, the task list is empty!!!, then I wait and wait and nothing
happens...but I press again ctrl+alt+del, then choose to shutdown, and the PC shutsdown
very happy, like if nothing's going on...
I am almost sure that's not for hardware conflicts or something like that, since
I restored a last good config in windows registry, and the same thing happened, maybe
it could be a vxd error or something... but I'm not sure, do you know what it could
be? please help!
