Pdf decryption not working in Vista

I've received a PDF file e-book on a CD.
The pdf file is encrypted, no passsword required, however you can't print it once 
it's opened.
You can only read it from that CD by clicking a small 600 kB exe file from the CD 
that loads the pdf file.

The problem is - you can open and read it on a XP machine, but on a Vista machine 
I can not even open it (needless to say the adobe reader is installed and CD drive 
works great).

I tried to right-click on that small exe file and select "run as administrator" but 
still receiving message when try to open it.
What should I do to have that file opened on Vista?
