Assuming you have SP1 installed the most common problem is going to be your Anti-virus. 
Many of them don't cooperate with Vista. Try to shut it down, COMPLETELY then try 
to surf someplace safe. I don't mean Yahoo or Google.
The Task Manager numbers you showed don't give much info except that if you can afford 
it I would buy more than 1.5 gig memory. Especially if you are running Vista 64. 
If that is not the memory count you should have look into which is bad. Mu might 
have a bad stick of memory. If you think you have bad memory a 30 second memory check 
program won't tell you squat. A good memory tester will take from 30 min to a few 
hours to run.
You should have multiple instances of Svchost and a few others that would not be 
uncommon to see more than one of would be Taskeng, sidebar, rundll32, csrss, and 
maybe a couple of others. otherwise I don't know why you would have issue with Task 
Manager. So that you might compare, my machine has 4 g memory plus 4 g. ready cash. 
my numbers in task mgr are  as follows:

Total       4030
Cached      3079
Free          13
