A question for experts about the Windows Vista Security Alert

The Windows Vista Security Alert program is degrading my computer. It prevents connection of my internet program until it loads and the icon is in the tray. I actually have to wait until it loads into the tray before beginning any work. To give you an idea of the slowdown, play the "freecell" game on an XP machine and then play it on a Vista machine. It will blow your mind to realize the degradation in speed between XP and Vista. Compounding the problem is that I cannot use the advertised method of turning it off. When I go into the Security icon I do not have a choice - I can only turn it on or leave. A sidebar to this is what is the Vista Security Program doing while loading. The usually lengthy loading programs like a virus and firewall program have long since loaded. Thanks for the help.
