Disk Management Console

On my Dell XPS 1640, I'm trying to use the Disk Management Console GUI to reduce 
the size of my C: drive, so that I can then create a new partition in the resulting 
empty space.  It seems to be starting, but then stops with a message of "Access is 
denied." I have only one account, and it has admin privileges.  Any ideas on how 
to address this would be appreciated.
