Can't change the color of the menu bar in windows aero (or any of the more simple options available)

Hi

When I click in personalize/window color and appearance/appearance settings/advanced 
then choose the item Menu from the dropdown and change the color of the item, it 
won't take the color I set, it doesn't matter what color I put in there, although 
I can change the menu's size, as well as the menu's font color and size. 

The Menu is the only item in that dropdown list not to work properly. It does take 
the color into the color box labeled "color 1", but that color won't take effect. 
Neither on the preview nor after applying the new settings.

Any idea how to solve this problem and get the color changed?

By the way, I DID search this forum, as well as a bunch of search engines, before 
posting.
