Contact HP and tell them what's going on.  Fan is controlled by the BIOS not by Windows. 
 I've had a similar problem after a BIOS update on a Dell, only in reverse.  It is 
fine when first booted up, and after stanby the fan runs at a meduim speed constantly. 
 Rebooting corrects it.  So far, Dell doesn't have an answer for it.

Putting the old HDD back in with the original Windows install, before the BIOS update 
made no difference so it is definately a hardware/motherboard/BIOS update issue.. 
 I would say, that's what you have also, a hardware/BIOS issue if it isn't getting 
to hot from partially blocked (dusty) CPU heatsink.  (happens over time)
