It is very suspcicious that Hover suspended your send capability and now you don't have it. I expect they haven't reinstated you properly. Anyway, rather than them simply asserting its not their issue (a typical "starting ploy" to avoid having to do anything) get them to propose tests which will diagnose where the propblem really does lie, as they are the prima facie suspects.
