Outlook linking of html/web page locks up the page itself

Running Vista 32- and 64-bit systems using Outlook 2007 and IE 8. The systems are fully updated. This situation has existed for the longest time and I've never been able to find any ideas on how to solve it. Whenever I find a page I want to share with someone, I click Page>Send Link (or Send Page) By Email and it creates a new message with the URL link (or the whole page if using Send Page) in the body of the message. However, if I want to do anything else with the source page (including navigating away from it), I can't. It's locked up until the linked email message is either sent or closed (saved in "drafts" or deleted). Sometimes this happens when I just copy something from a web page and paste it into the body of an email. This is relatively new to me, since it never occurred when I was using XP and Outlook. I don't know for sure if this is an Outlook 2007 or an IE 8 issue or both.
