Removing ALL USERS items from Start Menu?

Is there a way to remove the contents of the ALL USERS start menu from a particular 
user account in Windows XP (Pro)?  I setup the Guest account on my system, removed 
everything from its start menu and desktop except for Internet Explorer, which loads 
automatically at startup. However, there's still a link to "All Programs" on the 
menu, which lists all software that's installed in the ALL USERS folder.  I don't 
want my Guest account to have access to ANY of this, including stuff that came with 
Windows XP.

While we're at it, is it possible to remove the ability to do File/Run from Task 
Manager (or disable task manager) for this account so they cannot even manually run 
a program (like CMD.EXE)? I want as "secure" a guest account as possible.
