Access denied to files: see NTFS permissions

We've all seen the good old:
Cannot move : Access is denied
Mike sure the disk is not full or write-protected and that the file is not currently
in use
But this time I know for a fact that none of the reasons can apply. I am moving from
one dir to another on the same hard disk. The hard disk as 10GB free. And I have
the error even just after booting in "safe mode", i.e. while no program is running
other than the most basic Windows XP programs.
On top of that, I get the error not just when I try to move these files, but also
when I try to copy them or view them. And doing a "copy" in a command shell doesn't
work either. Normally you only get this error if you try to get write access to the
file, not just read.
So the only thing I can think of is problems with NTFS permissions. Even though I
am an admin on the machine and I am the one who created the files.
But on this new WinXP home edition I have I can't find how to see the NTFS properties
for files. I can't see who's the owner and what the permissions are! Please don't
tell me it's because I am using winXP home edition. If you let people use NTFs they
should be able to see the file owenrship and security settings. Or are those values
well hidden to "simplify" our experience?
So, anyone know how to see the NTFS-level permissions for individual files on winXP
home edition?
