System Restore is rather unreliable, a lot of Malware Targets it also. I would just
turn it off at this point, and try to keep the computer working the old fashion way.
Not sure it can be fixed without a Reinstall, or Repair Install of
Windows, and those are both a bit extreme to repair something that doesn't
always work right anyway.
