Where have you defined the roaming profiles to be stored? (it looks like you're storing 
them in the All Users profile!)

The all programs list is a combination of the folders under C:\Documents and Settings\All 
Users\Start Menu\Programs and C:\Documents and Settings\Username\Start Menu\Programs 
on the local machine. So either you've managed to copy all those folders to the All 
users profile on all the local machines, or the roaming profile contains all those 
folders - or there's something very odd going on.

So, in AD for Users & Computers, what's the location of the roaming profile (is it 
different for each user - or are they all pointing to the same one?) for each user.
