Booting into last known (good) configuration is done much as booting into safe mode.
When the Windows Advanced Options Menu appears, you select last known good configuration and press Enter.
But if you can't boot into safe mode, I doubt you''ll make into the other.

Is that all the blue screen says - install or repair WinXP?
Is it a "blue screen of death" with white text on it, including five 10-character hexadecimal numbers?

Specifically, what happens (or not) when you try to do an install or repair that you said "it won't let [you] do"?

What kind and make of computer?
Do you have a full-install CD for XP, or a recovery disk from the computer manufacturer?
