I have learned the "Managing pairs of Web pages and folders" entry only appears in 
the View pane when Microsoft Office XP/2003 is installed, hence the absence of the 
entry in my installation.

This option is not a standard component of Windows XP, but added by Microsoft Office XP/2003 setup. Anyway, you can add this option using the REG file available below.
