That doesn't tell me anything (such as the source of the file, its purpose, size, etc.), so all I can suggest is to reboot back into safe mode and rename the file as:   old_msv0.dll
Then reboot into normal mode and see if the file reappears on desktop, and if there is any noticeable malfunction elsewhere.
If not, you then could delete the file into the recycle bin, but leave it there for a while "just in case."
