Generally a hardware issue, usually a stall before, or when handing off to the boot 
hard drive.  Is this the same HDD that you started out with??  Some of the older 
drives would cause this, especially if they were not jumpered correctly for a Master 
with Slave installed (mostly the older WDs and a few Maxtor models)..  A troublesome 
floppy drive (and CD drives) can also stall the booting.  Have you tried disconnecting 
everything except the booting HDD, disabling the floppy in the BIOS (and physically 
disconnect it)  to see what happens?  Could be deeper hardware issues but it takes 
diagnostics hardware installed into the machine to really diagnose a deeper problem 
IME..  Worst case is it is an issue with the motherboard, which wouldn't surprise 
me with Acer..  :-(
