It has the MS Recovery Console and you access it on the Dell CD and start the computer with it the same way you do with the hologrammed MS CD. The Dell OS Reinstallation CD is very different from, say, an eMachines Recovery CD or an HP/Compaq Recovery CD, the ones I used can only nuke the contents of the disk and reimage it back to factory condition.
